This morning the Foreign Affairs Minister Senator Penny Wong announced that Australia would be rejoining the Green Climate Fund and make a modest contribution.

The Green Climate Fund is the main vehicle for global climate finance and a key part of the Paris Agreement.

Australia is the only developed country not part of and contributing to this multilateral climate finance fund.

The Fund is presently going through a second round replenishment process with a high level pledging conference taking place in Bonn on 5 October.

Australia wins third fossil award for reducing climate aid funding among trifecta of Fossil Awards for USA at COP25

On Monday December 9, Australia picked up it's third Fossil of the Day award at this United Nationas climate conference COP25 meeting in Madrid.

This award was goven to the USA and Australia for not contributing to the Green Climate Fund on Fonance Day at the conference. Both USA and Australia have stopped pledging any money to the Fund which allocates money for projects in developing countries for both mitigation and adaptation.

Australian missing in action at UN Climate Action Summit

It has been well noted that Australian Prime Minister Scott Morrison did not attend the UN Climate Action Summit.

Indeed, the Secretary General made clear that only those nations that brought updated plans would be allowed to speak. But the Australian Prime Minister could still have attended. The Government chose not to, as the Morrison Government has no plan for extra ambition, no speech written, no climate and energy policy of substance.

Australian total emissions continue to rise, with National Greenhouse Gas Inventory to March 2019 showing a 0.6% increase.

US Congress considers bill to abolish funding to IPCC, UNFCCC, Green Climate Fund

Abolition of Funding for IPCC, UNFCCC, Green Climate Fund is the target of Bill HR 673 introduced into U.S. Congress on January 24, 2017. Currently the bill is referred to the House Committee on Foreign Affairs.

Transition advisor Myron Ebell, at a talk of the Global Warming Policy Foundation in the UK, was adamant that Trump wants to withdraw from the Paris Agreement, despite Secretary of State Rex Tillerson saying it would be advantageous to have a place at the negotiating table.

Strangley, Ebell has never spoken to President Trump, and now seems to be out of the loop altogether.

He outlined three major ways Trump might withdraw US participation from the Paris climate agreement.

Ebell argued that in the first instance, the president can simply stop any US financial contributions to the UN Framework Convention on Climate Change (UNFCCC), and that all US funding to the UNFCCC, including to the Green Climate Fund, represents a violation of US law ever since Palestine was accepted as a UNFCCC member. Secondly, Trump might request the US Congress to reject the Paris agreement on the basis that legally it is a treaty and does not qualify as an executive presidential order. Thirdly, Trump could withdraw the US from the UNFCCC altogether.

Just two days before Christmas Federal Environment Minister Greg Hunt released the National Greenhouse Gas Inventory June quarter update report which shows that Labor's Carbon pricing, abolished in July 2014, was being highly effective at reducing emissions, especially from the electricity generating sector.

The Abbott Government wants to bury this story, hence it's release right before Christmas. Carbon tax abolition was, after all, Prime Minister Tony Abbott's greatest achievement as Minister for Women, as we were told.

Despite the timing, there was mainstream coverage by the Sydney Morning Herald and in the Guardian, but the details are easily forgotten in the pre-christmas activity and celebrations by most people.

Oxfam: Green Climate Fund pledges still far below target for funding adaptation by developing countries

The UN Climate Change Summit in New York brought many new pledges and commitments on emissions reduction targets, reduced deforestation, and in financing the Green Climate Fund, and many more.

It was hailed by by UN Secretary General Ban Ki-Moon as a successful start for negotiating a global climate agreement in Paris in December 2015 at COP21.

But Graça Machel, the widow of Nelsen Mandela, who followed Ban Ki-moon in the closing speeches of the summit, identified that there is still "a huge mismatch between the magnitude and of the challenge and the response that we heard here today". Machel is a member of the elders, an independent group of global leaders foundered by Nelson Mandela.

UN Climate summit advances pledges while Australia, Canada noticeably reticent

The UN climate summit has resulted in an extensive range of promises and commitments on climate action. But noticeably absent is any mention of commitments from Canada and Australia. These two countries both have high carbon fossil fuel mining industries with governments in denial on taking effective climate action on a national level to reign in emissions and the mining and export of fossil fuels.

Australia earns first rebuke by civil society at UN climate change talks

Australia had the dubious priveledge of earning the first Fossil of the Day award at the United Nations climate talks in Warsaw, Poland. Civil society organisations confer the awards each day of the climate talks, and have been doing so since 1999.

The new Federal Government lead by Prime Minister Tony Abbott has in a few short weeks dismantled the Climate Change Department, closed the independent scientific panel the Climate Commission and set about undoing Australia's carbon pricing through preparing legislation to repeal the operation of the Climate Change Authority and the Clean Energy Finance Corporation.

But the award wasn't for all this political attack on climate change action at home in Australia. It was conferred because Australia will not be putting forward any new finance commitments at the Warsaw negotiations, beyond the Fast Start Finance commitments made by the former Labor Government.

Tony Abbott has confirmed that the Australian government would be making no further commitments of funding to the Green Climate Fund, setup by the UNFCCC climate talks to fund climate mitigation and adaptation programs in third world and developing countries. It was hoped that $100bn a year in public and private financing would be channeled to developing countries by 2020. The previous Labor government deposited $500,000 last year to help get the new fund established, as well as committing almost $600m to a "fast-start" fund.

A spokeperson for Foreign Minister Julie Bishop told the Guardian: "The Green Climate Fund is currently in the design phase and Australia will consider its longer term involvement in the fund once its design has been further progressed."
